Poverty has great power, too. In a hospital setting, this procedure is easy money for the physicians and/or surgeon. If money is gone, they will likely not be tempted to perform it.

For example, the licensing (regulatory) environment keeps physicians in fear of not losing the license, that fear primarily arising from having to maintain their high income/prestige. Any (easy) income becomes attractive. It is just a human process, true for all of us.
I understand what you are trying to say in terms of people's greed and absurd desperation to hold onto prestige and financial power. Nonetheless, it must be noted that poverty is a satanic creation. It is not Mankind's natural state and is almost always a response to trauma. The Creator has given us everything that we need right from the start so living in poverty is a total aberration and a result of dark force influence in our lives.

I'm not clear how living in poverty will support an end to circumcision and imprisonment of those responsible for it.
